TITLE: Executive Director of Early Childhood and Elementary Instructional Services
STATUS/FLSA: Full-time/Exempt
PAY SCHEDULE/GROUP: DISTRICT LEVEL

SUPERVISOR: Assistant Superintendent of Instructional Services
TERMS OF EMPLOYMENT: 240 Days. Salary determined by schedule set by the Board.
EVALUATION: Evaluated in accordance with provisions of the Board’s policy.
GENERAL DESCRIPTION:
The purpose of this classification is to provide leadership to ensure early childhood and elementary school students are provided the richest educational experience the District has to offer, and to coordinate district-wide curriculum and instructional improvement activities for elementary schools. Responsible for providing leadership in the development of plans for monitoring programs for efficiency and effectiveness, and for providing leadership toward achieving school and District accountability and strategic goals.
ESSENTIAL DUTIES:
- Coordinate and plan district-wide early childhood and elementary professional development for new teachers, building level professionals, and coordinate all phases of regional accreditation for grades K-5.
- Guide administrators and teachers in the selection and use of instructional materials.
- Supervise assigned personnel, programs, and provide teachers with counsel and assistance toward the solution of instructional issues.
- Coordinate the selection of textbooks and other instructional materials.
- Provide leadership at the elementary level toward achieving school and District accountability and strategic goals.
- Provide leadership to principals in developing and implementing plans for monitoring programs for efficiency and effectiveness.
- Advise the Assistant Superintendent for Instructional Services of strengths and weaknesses in the instructional program and recommend changes and improvements.
- Integrate instructional programs among the schools and articulate curricula between grade levels and between elementary schools.
- Keep current with regional, state, and national developments in the fields of early childhood and elementary education.
- Coordinate contests and other district-wide activities involving elementary school students.
- Coordinate all PreK4 - 5th grade summer camps.
- Coordinate all state level programs including but not limited to LETRS, Read to Succeed, Palmetto Literacy Project, and CERDEP.
- Use professional knowledge to assist schools in designing and carrying out educational programs.
- Assist in the appropriate use of tests, test results, and other data to inform instructional decisions.
- Plan and carry out district-wide programs of curriculum review and development.
- Participate in professional development programs.
- Provide assistance to the Assistant Superintendent for Instruction and School Improvement in articulating system-wide philosophy for effective instruction to the Board of Trustees.
- Ensure compliance with all regulations and provide the SC Department of Education with appropriate compliance report materials if requested.

ADDITIONAL DUTIES:
- Attend monthly meetings with instructional facilitators, reading coaches, and elementary school principals.
- Communicate with parents regarding unresolved issues.
- Solicit and schedule teachers to work on curricula, and work with curriculum revisers.
- Attend monthly state meetings for elementary and early childhood leaders.
- Provide guidance on administrative protocols and district directives.
- Work is guided by, and must be in compliance with state, and federal law, board policy and regulatory issues.
- Strong analytical and problem solving skills, and understanding of “client-centered” support and services.
- Ability to work independently and cooperatively.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of general office procedures and protocols. Knowledge of pre-K-12 curriculum, instruction and assessment; Knowledge of special education laws and procedures; Knowledge of Gifted and Talented laws and procedures; Knowledge of English as a Second Language; Ability to communicate effectively orally and in writing; Ability to maintain a professional demeanor in stressful situations; Ability to multitask effectively; Knowledge of District policies and procedures.
TOOLS AND EQUIPMENT USAGE:
Use computers for word processing, spreadsheets, PowerPoint presentations or custom applications. Knowledge of and ability to operate basic office equipment, computers, and software applications.
EDUCATION: Completion of Master's degree preferably in administration.
EXPERIENCE: 5 years
LICENSES, CERTIFICATIONS:
REQUIRED: SC Elementary teacher certification; SC School Administration Certification
PREFERRED: Elementary principal experience; Gifted and Talented Endorsement; ADEPT trained
